Was there ever a philosopher that had anything to say about Wicca?

I hate to go pedantic on you, but what, precisely, do you mean by philosophers? In the original Greek the word just meant lover of knowledge, and a lot has been written about Wicca by knowledgeable people. Do you mean people with degrees in Philosophy, people with Ph.D.s, what? Gerald Gardner, the founder of Wicca, was an extremely fine scholar and published several works on the subject starting in the 1950s, although he used the term "Witchcraft". Most of his works are still in print. Best I can do, sorry.

I don't know of any philosophers who have writternabout Wicca, but most philosophers I'm familiar with died long before Wicca existed.
I too am wondering exactly what you mean by "philosopher." Wicca is a religion, and people who discuss religion are more often theologians.

I don't know of too many modern philosophers dealing with modern religions, as Wicca is only about 60 years old.
Good luck with your search, though.
I can point you to several articles on the "Philosophy of Wicca" but I don't think that is what you are looking for.
