Whatever you do, do not call 911. If a person is not in danger or at risk, emergency phone numbers will not respond and they will not be able to help you either. Contact the Humane Society and they will get some of their officers to investigate and save the animal. I will provide a link and some contact info for you. I just visited the website and the contact info is below:

Witness or suspect cruelty or abuse of animals?

    Call our Cruelty Division hotline

    814-835-8360

    Contact us

    814-835-8331 during public hours

    Physical Address:

    2407 Zimmerly Road

    Erie, PA 16506

    Mailing Address

    P.O. Box 3930

    Erie, PA 16508

Hope I helped, but do not waste 911s time and tie up the phone lines, someone could be dying.

I wouldn't consider it abuse as long as you provide food, water, shelter, and vet care. However, I personally would never keep one of my pets outside because of the dangers to themselves, and the dangers they pose to other animals. Cats killing wild animals isn't a good thing. Another user already posted about that, though, so I won't repeat it all.

have you called information? they could direct your call and if that fails, call the police. tell them it isnt an emergency, unless the pet is being beaten right then and tell them what you know.
