Looking at Syria's current resources and state how can they help fight global warming?

Syria actually would be hard pressed to fight global warming without seriously damaging the infrastructure of the country. Like many developing countries, Syria produces a lot of pollution as it desperately attempts to catch up with the rest of the world after years of oppressive colonialism. Syria currently does not have the resources to participate in the "Green revolution" that is sweeping Europe and North America. This isn't so much Syria's fault as it is the West's. Syria, a member of the so-called "axis of evil" has been denied nuclear power, forcing Syria to rely on fossil fuels which cause far more pollution. In addition, Syria is growing rapidly, which means more cars and factories, and therefore, more pollution. To cut back on industry and transport (the two main factors of pollution and green house gas emissions in the country) would seriously- if not fatally- stunt the country's growth.
In short, Syria as a nation can only being to help fighting global warming if the West either allows them to use nuclear energy, or if the West contributes enough to Syria's growth that the entire country is fully industrialized within the next decade.
