Here is a bit of trivia
A Boat in not a vehicle. It is a vessel and does not fall under the control of Department of Motor Vehicles. But the trailer it's towed on does.
Now to answer your question First and foremost you need a mold so are you prepared to spend the money to design and build one.
The key stress point will be the transom as this will take the Weight and the thrust forces place on it by the outboard, then the floor as this will carry the occupants weight
You do not need to use Carbon Fiber with a 20 HP engine

good plans for building boats. There are many others available. In my state you do have to register a boat with the DMV, so check it out and good luck.
