Should automatic payroll deductions for taxes be discontinued?
If there were no payroll deductions and people were billed quarterly for their taxes, due before the next quarter they would know exactly how much money they were paying in taxes Then maybe people would think twice before they begged for another handout

I don't think that's a very good idea. There would be a whooole lot of people who wouldn't pay their taxes and we would have to spend money trying to collect it.
In addition, those who pay taxes usually don't need to ask for a handout.
