It's always a funny question to speculate, but there is reason to it and the reason, as with most things, is usually money.

The truth is, for many things, it is just cheaper. ATM buttons have braille because there are a lot of walk-up ATMs and the buttons are used for other functions, which blind people do use. Making two types of buttons (braille and non-braille) costs extra money (two sets of machines, two sets of molds, special separate shipping, smaller production runs, etc. Since there is no detriment to sighted people using buttons with braille, they just use those buttons for all machines, drive-up as well as walk-up. This is the case in a lot of signs with braille, especially in places it seems strange, like any drive-thrus.

The other reason is, if it makes sense or not, it is the law. It has to do with accessibility and most places place common signs at standard locations and heights. Blind people, pardon the pun, know where to look for them.

Why are the drive up ATM with Braille ? Because not everybody drives up to a ATM machine .

Don't you think that blind people have the right to be able to have access to their money without assistance from someone else ?

Elevators also have Braille why so the blind can choose the floor they want without help .

Restrooms have Braille on the signs to so that a blind person can find their way without asking for help.

Crosswalks also have Braille so a blind person can cross the street without help . And thankfully some states have a beeping sound to let the blind know it is clear to enter the crosswalk .

Ever notice your phone the # 5 is a distinctively made number so the blind can easier dial the phone .

These are a few examples of why the signs Braille I know this because my cousin is blind
