Well, first off, you need the passion and drive to play. If you don't, it's useless. Second, just watch games. I started out like that and form there, I taught myself how to dribble, shoot, and pass, which are the basics. I only took a basketball clinic 2 ears after I started playing, but I do suggest you go through some sort of formal training. It really helped my game, so it should do the same to yours. After that, just go hit the courts and practice. Play basketball for two hours at least twice a week. In those two hours, do everything:
Paint Shots
Free Throws
Lay-ups
Mid-Range Practice
Three-pointers
Dribbling in place (For dribbling drills, always use both hands)
Dribbling while jogging around the court
Crossing over while crossing the court
Passing to a wall
Practice really does make perfect in this case, and mix that with your determination, and you'll be great.

1) You must be self motivated. You must have it within you to make yourself better. You can have all the right tools, but if you are not motivated, it wouldn't work
2) You must be given the right tools to improve on your game. You can do this a number of ways (personal coach, clinic, etc). For this, I recommend to go to www.betterbasketball.com and purchase their DVDs. If you cannot purchase all of the DVDs at once, at least try to get the Better Ball Handling video first, then try to get the Better Shooting video. If you can handle the ball and shoot very well, you will be a very potent offensive player. The reason I endorse these DVDs is because I have most of them and by PRACTISING the stuff in the videos, I can say that my shot and my dribble to a lesser extent has improved. Also, if I find that I'm making mistakes, I can always go back to the videos to see what I am doing wrong. It is the next best thing to having a personal coach, but i don't have to keep on paying on a continual basis.
3) One you get the basics of each facet of the game, whether it be shooting, dribbling, passing, 1 on 1 defense, perimeter or post play, GO AND PRACTICE. All legends of the game kept on practicing on all aspects of the game straight up to their retirement. THERE IS NO SUBSTITUTE FOR PRACTICE. However, to be the best player that you can be, you need to practice the RIGHT THINGS. There are many people that practice hard doing the wrong things and end up reaching nowhere. That's why I recommend the Better Basketball DVD series. I believe that this DVD series will make you a fundamentally sound player in all aspects of the game.
Hope this helps
