Yes you can but they can ask you not to smoke if a council worker comes to your home. I live in a council flat and can smoke in my flat but not in any of the communal areas eg hall way.

Of course you can. You actually an do almost anything but you have to have permission for things like a greenhouse & stuff like that.
If you had a private property you may not be allowed to smoke.
I know because I have lived in private accommodation & now living in council property

You can, but if the council send and worker round (fixing something etc) you will be politely asked to try and refrain from smoking in their presence.

Yes you will be able to smoke . but you will be very lucky to get a council house waiting lists are very high .
