Old Halloween Shows -The cartoon is about a witch and a old mansion.?

Ok every year I try to find this and fail, not this year...never again.

The cartoon is about a witch and a old mansion. The whole cartoon was very dark and mostly blue toned. The most I recall of it was a person walking on the porch of this mansion and the windows were boarded up. In the cracks of the windows you could see eyes watching him as he creaked along.

I think it is really old but is in color and i think even Disney. It was very detailed and was very high quality. I'm 21 now and I think the videos were old even when I was watching them at 4ish.

I also recall a pumpkin that would say "happy halloween" between cartoons as a transition. This wasnt animated and was live action, I found a similar thing on youtube but it was not it.
