What up Iverson,
I think in terms of overall wins- it'll be the Heat- because they can move into the upper eschelon of the East and that would be quite an improvement from their 15 win season from a year ago.
Qualitatively the two teams that will improve the most are the: Sixers (adding Brand and another year of experience under their belt- puts them in a position to add another player or two) and be a serious title contender in a year or two.
The same can be said for the Blazers who will make the playoffs this year and are not that far for challenging to be one of the top teams in the West.

Portland Trail Blazers
they got Oden, Bayless and obviously Aldridge and Brandon Roy
they are in the playoffs if Oden is what everyone expects him to be
i say they would be like the 3rd or 4th seed and gonna get far in the playoffs
Miami Heat!
Wade is gonna be the MVP
Beasley = BEASTTTT
Marion is gonna be awesome
they would be in the playoffs and at least in the conference finals
against the Cletics maybe???
Out of the (bad teams) The Minnesota Timberwolves definitely
they got a lot of new players that are gonna improve the team a lot
(Mike Miller, Kevin Love)
they are gonna get around 15 to 20 more Wins than last year

Miami Heat, adding Wade and Beasley should help them improve greatly from a 15 win season. I am guess they will improve by at least 20 games.
But in terms of becoming a contender and an actual threat, then Rockets, 76ers and Raptors did. I am not sure Blazers improved themselves to be a contender, but 76ers and Raptors all added a legit big man and surrounding with good young talents that can pose a slight threat to Celtics reign in the East.
I agree Bulls are improved, but I feel they are so inconsistent, I mean one year they are really good and over-achieves, and then carrying great expectations they somehow ended up in the lotto team section.

I'd love to say the Blazers since I'm a huge fan, but I think the Heat will be the most improved. The only reason I'm choosing them over the Blazers is because we finished at .500 last season, so there's more room for improvement with the Heat.

I think it will be Chicago, because I think that last year was a fluke. They had many team morale problems with the contracts of Ben Gordon and Luol Deng. It was painfully obvious that Kirk Hinrich was not himself, and the addtiion of the #1 pick in the draft Derrick Rose will certainly help. All the Bulls need to do is starting playing with the toughness they did two years ago. They will be a playoff team this season.

Well the most improved will be the heat because they will likely be going from one of the two worst teams in the league to a 8th seed. But you know Im rooting for the Kings.

The Miami Heat had a horrible year. There is no way they can get any worst. So the only way to go is up.
With Wade back, the addition of Michael Beasley, and a new coach (which is still questionable), things should be looking good for Miami.

I say the Heat. They were the worst team in the league last year and now they are a decent playoff team. With Wade, Marion, Beasley they will make the playoffs.

Yeah I agree with MC, its gonna be the Heat....
The Bulls will improve too, their making the playoffs....
Philly will probably get at least 45 wins this year, with Brand in the middle....
