A family member got scammed on some home improvements. Now he's not returning our calls. She has his ssn and license plate. How do we find out their address. We need to send a certified letter.

Check to see if your state has a contractor licensing board. This is the best way to proceed.
If there is no contractor licensing in your state, there is likely some kind of consumer protection division in your state.
If you know the name of the business/home improvement, your local city or county may have the address of the business, and sometimes emergency contacts, etc., as often, building permits are required.
Keep in mind that home improvement things may or may not be a scam. Sometimes it is just poor quality, etc. People should NEVER make the final payment on work done before they are satisfied with the work.
The state Dept. of Motor Vehicles may be able to tell you who the registered owner of the vehicle is, and that address.
