it's been determined that the method of toe print formation occurs in the same way that it does on our fingers. because the ridges are caused by the movement of the amniotic fluid inside the womb when we are developing, the skin on the bottom of our feet will react the same way. the palms of our hands and soles of our feet are much thicker skin than the rest of us, so they are both very capable of absorbing and being greatly affected by the movement of amniotic fluid.
so a long answer to a short question...yes, you could identify an individual from their toe pints. :-)
