The population of London is more than that of Scotland and Wales combined and is about 16% of the UK population including an unusually high number of poor and indigent people
I note that you say the report is 'believed to show'. Until we read it (and assess its validity according to source) it is difficult to answer your questions however you might try, for what its worth the e-petitions website

London has the most people. It also has a lot of deprivation. It also earns more than any other part of the country.
You might just as well argue that London subsidises the rest of the UK.

London is a city in the United Kingdom with a population of over 9000. Everyone else lives in Scotland or Wales but they number only half of the population of London.
