Is it possible to download or install a program that will allow me to view a Russian web page in English?
Sorry, forgot to mention that I am running Windows Vista...and I am looking for a possible permanent solution, the translators do not interpret precisely and they are time consuming

Try google translator. They have some free online stuff that will convert a page for you. Here is a link: http://translate.google.com/translate_t#

Use a drop down menu that allows you to select the language and have different versions of the site for each language.

In most cases, google will do that for you for free. Try http://www.google.com/language_tools
