If there is no copyright notice, then go for it.
If there is a copyright notice than you can still email that person and get their approval to use their stuff on your website.
Otherwise, yes it's illegal.

Yes, in most cases it would technically be illegal. All content on the web is copyright to the person who created it, so by posting it on your site you are violating the copyright.
The exception is content that has been released under something like the Creative Commons License which gives other the right to re-publish it. If it doesn't explicitly say it's licensed as such then it's copyrighted.

yes ofcourse but you can post other websites urls or content by reading their privacy policy or terms of use, some allow some won't its differ from one site to other they may keep a police case if you disobey them why becz they registered the content from Govt of Indian Copyright so be carefull while doing this

Unless they give you permission to do so - yes, it is. It is their content and protected by copyright (you do NOT need to provide a notice that material is protected by copyright for it to be so, copyright is granted by the act of creation not of claiming copyright).

I'd donate most of it to the government in hopes that they would use it to pay back China so they won't own our *** in a few more years....But of course I'd probably keep a couple million for myself so I won't have to work a day of my life.

not if its i direct link or if if u have clearly given the credit . otherwise yes and ur liable for a lawsuit if the owner of the other site decides to press charges

You have to give the owners of it credit... You can't take credit for someone else's work. Look up "web plagiarism"

nope it's not legal...
if you want to you have to convert it to your language...
you can copy paste it as the way it is...
