Can surf https, but not http on xp IE7, Norton AV 2009.?

Would enabling port 80 manually fix this problem? HOW DO MANUALLY TURN ON A PORT?

    It's not a port issue, it's a settings issue with IE. Right-click IE, click Properties, click Security tab, click Trusted Sites, click Sites button, uncheckmark the box by Require Server Verification (https:) for all sites in this zone, click Close, click Apply, click OK. You should be good to go.

    If that doesn't solve the issue, reset all IE settings to default & then increase your custom settings one at a time until you get where you want to be
