Yahoo Answers referring the edit bar as the action bar because
in edit you can do add details, extend the question delete question ask for a vote
You can suggest a change in the forum
http://suggestions.yahoo.com/?prop=answers
make the suggestion
put it under suggestions
title the suggestion name change
type out what you said here
leave an email so they can get a hold of you
submit your suggestion
