Annoying friend, what to do!?

So, I have this friend, let's call him Billy. Billy was our (being me and my other friends) OK friend. Not best, but ok. Billy started getting really annoying and touchy feely with girls. Like, my friends and I we tend to link arms while we walk around the schoolyard and Billy always tries to link on, but nobody wants to with him because we don't like him anymore. Or when I give one of my friends a hug, he'll try to turn it into a group hug so he had hug all of us. It's creepy. He once put his head on one of my friends shoulders and she freaked out. It's becoming a constant annoyance! We've tried talking to him, and even 2 teachers have talked to him! We've tried being nice, but it's ridiculous. We don't want to be his friend anymore, we've tried telling him, but nothing's working! Anyone have any ideas?
