I am doing a report on a (very) short article. How do I reference something that is in quotation marks?

The entire report is referenced. It is just a paragraph long article. Here is the direction: be sure if you are using exact wording from your source that you reference it. What does that mean? Because I am already referencing the entire article's paragraph.

    it need to be on quotation and at the end of the quotation put the author last name and date of article in parentheses

    You still need to put the reference in the bibliography
