Yes a tire sized 215/45ZR17 will fit on a 17x7J wheel. Thats the size wheel and tire that can stock on my car.

Blue is way wrong. Placing too narrow a tire on the rim will cause the edge of the rim to be exposed and potentially ruin the rim. It will also force the sidewall of the tire to bulge which will put the sidewall on the ground rather on the side. That being said, it's all about the rim. Usually there is a sticker on it that displays the size with the minimum width tire you can use. Personally, I wouldn't put anything smaller than a 28 on it... and that is really pushing it.

Itll fit, as long as u get the right bolt pattern an offset.
