Can G/C (A) supply the permits for G/C (B) for a given project?

Project is located in CA, thought we were going to be the G/C, turns out we are not. Permits have already been pulled, now we are just doing some specialty work....we want to tell the G/C that was awarded the job that they have to pull their own permits, but we also want some legal back up. It seems like it should be illegal, but I am having difficulty finding any legislation or rules about it.

Call the Contractors License Board for the answer.

My husband is a licensed General with an A, B, C8, C13 and I don't know which others. I will ask him and get back to you. He probably knows. Still, I would call the license board or the county.
