Is it legal to use Drum loops that you've purchased when making/producing your own music?

i just wanna know if it's legal or not. i was surfing around www.ratedh.net and saw these sample pack things of drum loops that i would like to buy so that it would save me time when i start producing my own music. is this legal or not? my plans were to use the drum loops i've bought, drop things like effects/vocals/etc etc over the beats and such.

    Yes its absolutely fine, as long as you aren't sampling form a commercial song (in which case you or your record company would have to go through clearing the sample for use).

    There are many sites out there offering free and for sale original royalty free beats for just this purpose.

    its ok as long as you dont take any beats from other bands or songs.
