Does this website sound fishy/legitimate to you?

I made an order to this website but I found these several things very suspicious:

- First, they ask orders to be a minimum of $500 or they won't let you do checkout

- Second, when I tried to pay with my VISA it appears an error that the card doesn't have sufficient liquidity or the bank is not secure, something like that (which both things are not true). So they say I have to make a money transfer through Western Union.

- Last, they told me to confirm the order and then they will tell me the instructions by email to send the payment. When I check my email, it was received on Spam and also they tell me that I have to send it to a payment representative named Mr. Andrew Schroeter in Rome, Italy. But I read that they ship from NY not from Italy which I found very strange.
