Talking machine program? Please help.?

What is it called. You type in a sentence and a weird machine will say it for you. It was used on "master chief sucks at halo 3" on youtube. Is this program available for download on a mac computer? I want one free. Thanks for all your help!

    Assuming your version of MacOS isn't too old, you already have this. Applications > Utilities > VoiceOver. Turn it on from the Edit > Speech menu and set options as appropriate.

    Windows XP also has one under All programs > Accessories > Accessibility > Narrator. I assume Vista does too.
