All this is saying is that regardless of whether you can prove you posted your entry (webcapture, upload reciept etc) this outfit are not gauaranteeing that they will receive it. Normally, this is a catch-all condition so that you have no recourse in the event of any problems.
My advice? Tell them to shove it where the sun don't shine and move on.
