Why is the state of California in debt for 11 Billion dollars?

Update:

Some of the people here have said the union cops and firefighters get 100k pay and 22 days of vacation starting from the first day o nthe job. That sounds kind of high to me.

    It's actually lower than the 42 billion a few years ago...the problem is Arrrnold is having a hard time from people when he puts a freeze on spending or cuts in programs..they portray him as evil..he is a girly man when it comes to standing his ground and succumbs to the will of his Kennedy clan wifey...I'm sure.

    Too much spending.

    Too little income.

    A cowardly and divided legislature.

    An actor playing the game of governor.

    Better than the federal government, which is in debt for about $8 Trillion dollars.

    They're in debt because they have such good benefits for their residents. Doesn't matter if they have high tax, it's way too much
