You are of course making a number of assumptions.

1 That there is a god

2 That god has a responsibility over the animal kingdom.

3 That the animal is being treated with cruelty and having misery inflicted upon it, and more to the point it is aware of this.

Firstly lets look at Assumption 3. You are using the terms cruelty and misery which are fairly abstract terms. Certainly animals can feel pain or fear which biologists would term stress, however cruelty is a subjective term, E.G. some people may feel that feet binding is a cruel practice, whilst others may feel that it increases the chance of the persons eligibility into a good marriage.

Misery is easier the dictionary says of misery:

1: a state of suffering and want that is the result of poverty or affliction

2: a circumstance, thing, or place that causes suffering or discomfort

3: a state of great unhappiness and emotional distress

1: Obviously Animals can suffer as they feel pain and fear, and want as they have requirements for them to survive

    2: Same as #1

3: This again would be what biologists would term stress, not necessarily meaning that animals can be happy or distressed in the same way we are.

Therefore with regards to assumption 3 we can safely say that from our point of view there are two possible options as to whether the the animal kingdom has cruelty and misery inflicted upon it, obviously yes or no.

However from an animals point of view it cannot possibly feel that it is being treated unfairly and thus cruelly as they cannot perceive of any situation being directed at them just singular incidents that occur on them.

Assumption 2. This is all dependant on what god you are refering to and what theological writings you are taking as Canon. therefore up for you to decide. From a Anglican Christian POV and most other Abrahamic faiths, humans were given stewardship of the earth and its inhabitants as well as free will.

Assumption 1: Again this is down to your belief if there is a god

In conclusion the only way you could get a definitive answer regarding this matter is to have a one to one, unfortunately from what I hear most messages from god tend to be cryptic at best and non existent at worst.

  • That is a question, only god could answer correctly because it involves God and the animal kingdom.Anyway I will try my best to answer you .Doesn't science says that animals have only five sense? So,God certainly have to take responsibility for the cruelty and misery on the animal kingdom since they don't know which is good and bad.I think so.Not really sure but it does make sense.
