Operator’s License (16 and 17 year old) - To earn an operator’s license, you must be at least 16 years old AND have held a learner’s license for at least one year without any traffic convictions.

Learners permits ( for teens) in Ga have to be held for one year and one day. If you are over 18 then it is different. You just have to have 40 -50 hours of drive time with 10 of it being at night. Fla is probable not much different.
