there were reports that the kubar captain,had been in pakistan, in a jail,he was supposedly let off from the jail so he can help the terrorist to reach mumbai
or another reason maybe,these 10 terroist posed as fisherman and got in to the kuber for seeking help and attack the people on the kuber when kubar was near to gujarat and and forced the kuber captain to take them to mumbai
one of the crew member in kuber was beheaded and the kuber captain was shot dead,after he helped them to reach mumbai waters

because Security personals were busy in protecting the VIPs and VVIPs. Trust me but it's true that police doesn't have full staff and in that most of them are guarding the politicians.
