Is Barack Obama bi-racial or black?
Please answer me. When he was elected, the African American community was overjoyed because he was our first black president. However, when asked about racism, most say nothing will change because he is bi-racial?

He is biracial which means he is white AND black. He chooses to identify with the black side of his ancestry.
Strictly speaking, the vast majority of African Americans are technically biracial, from white slave owners having affairs with their female slaves. (And later on, white employers having affairs with their servants.) This is really obvious when you look at the skin color of most African Americans (medium brown) and the skin color of most African natives (dark brown, almost black).
As most of these technically biracial Americans are defined as "black," based on skin color alone, Barack Obama chooses to identify as black because he has the skin color of an African American man.
