30-60 frames per second is about the average (average computer, average specs), higher end computers may hit 100+ on some games.
to be fair, the human eye can only see about 22 frames per second, any more isnt really necessary.

Depends on your computer's specs and the game you're playing. A horrible computer and a highly detailed game will run extremely slow frame rates, while an amazing computer running the same game will have a pretty good frame rate.
