Deleted Vista Hard Drive!!!Wont Start!!!!?

ok i think i did the most dumbest thing. i deleted the vista hard drive. i did it by that CD u get when you buy vista note book the "Recovery and Applications drivers" why? my computer was crashing down every sec. it wouldnt even let me do anything cause it kept crashing down.so i deleted the hard drive by the CD. i start up the computer and it loads with the white words and say "cannot receive boot" or something like that. and it keeps repeating so i cant go to the internet or anything. is there any way to stop this and let me atleast go to the page with my icons and stuff? PLZ HELP
