Usually, a cache refers to a unit of memory hardware which offers extremely fast read/write access.

Buffering is the more general concept of duplicating data in a location that is faster for read-write access than its original place. This location may or may not be the cache (it could simply be RAM, or even a local hard disk as opposed to a remote location).

Arthas has the buffering part correct. Cached memory is stored, so it doesnt take time to load, in a since it's preloaded.
