What are some creative ways to get a Team member to become more productive?
I am the Team Lead for a team of 4 people at my job. We work in a productivity environment. One of the 4 of us is always away from his desk, and works at a very slow pace on purpose. Besides having a straight forward conversation with them, what are some ways this can be approached that are not offensive so that the end result can be improvement?

Don't tap dance around this person. Be direct and to the point so that they know exactly where they stand. This person is draining the rest of the team and needs to step up or step aside. If they don't want to step up, there will 100 other people who will.

As a team leader, it's your job to get to do the strengths/weaknesses of your team. Take a detailed look at this person's motivation, attitude, skill sets, interaction skills. Basically you are doing a mini-personality test on the guy.
Teams have to work in a symbotic relationship. If you have given him tasks that don't blend with his personality, you've doomed the team. "slow pace on purpose" is subjective. Some people simply process information slower - it's doesn't mean they don't "get it", they just are methodical. Is he a visual learner or verbal learner - would he prefer to read the instructions or listen to them?
Lastly, has he been promoted to the level of his incompetence? Sounds harsh but that principle is a key too many companies ignore. His coping technique may be distraction because he knows he can't meet production. Your team is caught in the middle. Solve that "away from his desk" problem. On the smoking dock, talking on his cellphone, visiting with other coworkers - whatever is drawing him away needs to be cut off. And document any performance evaluations accurately - it's not fair to blindside him with criticism and no bonus if you've seen it coming.

In this economy you do not need to play games. Just let the slacker know that HR has about 100 resumes and his desk could be filled by someone more eager. You are not the parent

You simply ask if he needs any help since he seems to be unable to do his work in a reasonable amount of time and if he says no then tell him if he continues to fall behind then he will leave you no choice but to talk to the mgr re his inability to complete assignments on time so other arrangements can be made.
