Most people will tell you to be nice and ask her out and stuff. But, girls usually don't respond to these things until you've established that YOU are what she wants. AND YOU ARE. You just have to show her.

Tease her and play with her. Make fun of her in a playful way. Tell her that you're tired of her stalking you, and that you're not a piece of meat. ALWAYS be the first one to end the conversation, even if it seems rude to you. Trust me. She will respect that you're confident and funny.
