You can have an OS on a flash drive and install it. Make sure you set to read the flash drive first when it starts. You can do that by messing around with the BIOS when your computer turn on.

pull out the hard drive and put it in a compatible computer, then use the disc to reformat it and put the os you desire on the drive. If that fix isnt what your looking to try out, make a bootable usb/thumb drive with the os installation files (remember their is a very specific method of setting up a bootable drive its not as simple as a drag and drop, you actually halfta build the file links to force the computer to acknowledge the usb drive as a boot drive, that or go into the pcs CMOS menu and check to see if it supports usb booting) Edited: Possible Solutions - Use a External USB Disc Read/Writer or any type that can read files - Make sure your CMOS supports usb boot up or external usb cdrom drive devices - Put in a internal CDROM Reader (Assuming the laptop supports slot upgrades/cd plugins) - Try reformatting it on another computer via the hard-drive swap method i mentioned - Manually download a copy of a windows installer package (if you have a legal license use that to activate it during installation) you can use installation files on the pc and it will run directly from them, tho seeing as its on LINUX it will need to be put on the computer in .CAB files as linux dosnt register .exe files to well if at all (unless you install a plugin that allows .exe reading)
