How do I get my tool bar back at the bottom where start is to turn off my computer?

Update:

I downloaded a game and it disappeared

Update 2:

there is no start and no divider

    click the divider at the bottom of the screen that shout bring it up if not go to control panel

    click on the divider next to start then drag to bottomof screen
