Grading the U.S. Secret Service response to stopping the Iraqi Reporter from throwing two shoes?

Maybe the Secret Service agreed with the shoe thrower.

It's one thing to take a shoe off and fling it. Maybe the SS should have seen it. But the "Shoe-ni" had time to reload and fire off another shoe and only then was he wrestled to the floor. But these are the same asleep-at-the-switch people that while the Bush twins were in South America somewhere, their purses were stolen right out from under SS personnel noses. Has anyone noticed how lackluster the people charged with security have become? Even the INS, and ICE don't seem to be doing their jobs either. In Arab culture, throwing a shoe or showing the sole of your foot or shoe is considered a grave insult.
