Dont make it too hard because it takes about 4 minutes to bypass the login password.

The "blue screen before Windows starts up" he is referring to is the BIOS password. This is good for the average user but again not really "that secure". People used to be able to remove the CMOS battery and crack the password that way. And if you remove the HDD, the BIOS password is useless.

Make a password you can remember, that is all you need to do.

Do you mean a more secure password or a password that goes on before your operating system starts? Generally the longer and more varied the password the more secure. If you mean the latter during the start up hit F2 or something like that and set up a BIOS password witch you will be required to enter before your computers operating system starts although even this is not 100% secure as there are workarounds built into most computers by the manufacturer good luck

the only real way to have a password not not have anyone get on is threw your boot settings you turn your computer on hit F2 and go to your config youll go to a blue screen you make a primary hdd password thats a password that is required to get on the computer it is the first that is asked before your computer even turns on. its the most secure password.

    XP?

You can go in to user accounts, which is found in the control panel.

In user accounts you can add a password and add more accounts.

When you add new accounts, you can make those new accounts as Limited user. While having your account as administrator, they can be Limited user.
