Is a background & credit check without consent, illegal?
A sibling did a background & credit check on myself and older brother. the family is divided and we don't get along. He took our info and put it in an email & shared it with other people, including his girlfriend. And also indicated how much my brother had in his savings acct. I was sent a copy of it, by someone he sent it too that didn't find it amusing. This sibling is also a private investigator.
Is this illegal, since he didn't have our consent and does this abuse some ethical code for him as a P.I.? His license should be taken away. I hate to think he can do whatever he wants and get away with it. He could've sent that to our jobs or worse. That's our private info. We're pretty upset about it and feel the need to do something.

It is illegal when they obtain that information and send it to others without your permission. He must have that permission in writing. He can lose his license if you file a complaint.
I would file a complaint immediately and request his license be revoked. There are laws on the books of every state regarding this type of behavior and unethical conduct.
You may also file a civil suit in court and sue this individual for invasion of privacy and perhaps defamation of character. Wish i was your attorney i'd ruin this guy.

Yes, nobody has the right to do that. At the least you have an invasion of privacy lawsuit. Get the money!
