How to create a locator map for foreign relations on wikipedia?

I mean how do you create a map like this (on a foreign relations article):

    The images are manually created using image-editing software and uploaded by whoever creates a given image. Most of them are derived from common blanks such as that at < http://commons.wikimedia.org/wiki/File:BlankMap-Wo... >; there are multiple versions for different purposes.

    For editing SVGs (Scalable Vector Graphics files) the freely-available Inkscape program is recommended, though I personally prefer Adobe Illustrator (which is expensive, but powerful). If you're stuck with bitmap image editors, there are PNG (Portable Network Graphic format) versions available as well, which can be edited by most graphics programs (GIMP is free, Photoshop is my favourite).
