"BOOTMGS is missing." after format through command prompt?

i formatted my laptop through command prompt on windows vista. when i try to start it up, it says "BOOTMGS is missing." i put in the vista recovery disk in the cd rom and it still says "BOOTMGS is missing" so i tried putting in the vista installation cd room and it says the same. i'm trying to install windows vista back onto my laptop

what should i do? how do i fix it?

    You need to go into your BIOS (Basic Input/Output System), by pressing the button that the computer tells you to when your computer turns on, and give the CD-ROM drive the highest boot priority, so it'll boot from the CD instead of trying to boot from the hard drive.

    You should then be able to install Windows Vista from the CD.
