Powweb is on a 50% sale - $3.88/month ($46.56/year), and you get a free domain from them.
Godaddy doesn't offer a free domain, but you can get one for $2.19 if you're buying hosting from them, plus they also have a 20% sale at the moment.

You get what you pay for. I was using 1and1.com but they screwed up my billing and wont even let me pay for my own hosting, but still charging me for my domain. An inquiry from the Better Business Bureau went unanswered for 5 months now.
Godaddy.com was 3x as expensive but I have had no issues with them in 6 years. Easy editing, or use a simple program like FTPZilla
