This is matroska's compression of video.
There is a number of players for that - perhaps opt for those on official website of matroska:

you will also need a proper codec pack for this and other types of files. Try downloading any of the players on the website above and see if they play it. Most probably, you already have a player that can deal with your file and all you need is a codec pack that will include matroskas decompression. I suggest very popular K-lite codec pack :

download and instal it - this is a "full" version - you may uncheck player on the install components list and just do the normal instalation of it
