My state had something on the ballot in November to only allow payday lenders to charge 29% interest instead of over 300% and to keep a database so you cannot "rob peter to pay paul" by going to more than one. I don't know if it's in affect yet or not as I don't use them but I happily voted for it as I have known a few people who fell into their trap. I have used a payday loan twice and promptly paid them off and scrimped the following week so I wouldn't get into the cycle.

Why does everyone expect the government to save them from themselves?
Too many articles, news stories, books, and web pages discuss how unfavorable payday loans are.
The service charges and APR's for pay day loans must be printed in the paperwork that is signed.
I wouldn't wait for the government to handle payday loan people. I just think people who are down on their luck should make-a-way without these loan sharks.

Some states have outlawed the pay day lending companies. But not all of them. The companies are very prevalent in my area.
The best thing to do is not go there. Don't use their service.

Simple solution, don't spend what you don't have. Why did these people you're referring to get themselves into debt in the first place?
