Do the new California restrictions on diesel vehicles affect passenger cars as well?

my brother has a 1984 Mercedes 300D which has never had any problems, and my other brother is looking to buy an 80's Mercedes diesel but the new CA regulation has made him stop looking for the time being. Does anyone know if the new regulation for diesels in California reaches to passenger cars like the VW tdi and Mercedes diesels or is just for industrial vehicles? 80's diesel vehicles as of yet have gone unchecked but are not built to be smogged and could never pass an emissions test.

Call DMV  or go to www.dmv the diesel fuel prices haven't come down like regular gas and I am sure this is all temporary it will start climbing again next year.  I don't see any new laws at the site:
