I used to get shin splints all the time too. The best thing is to run on dirt paths or grass and avoid running on asphalt. Dirt is more springy and gentle on the legs. Wear running shoes with good sole supports. Develop the proper running style (placing heel to toe) so that you avoid banging your foot into the ground.
Before you start jogging, try gentle hip and leg rotations to warm up your joints; after jogging, gently stretching your leg ligaments, front and back.
Depending on your age, before it's always good to get yourself checked out by a doctor before starting a strenuous exercise routine.
As far as bring out of breath, you might just be trying to run too fast. Use the LSD method of running: Think "long", "slow" "distance". Some people who think they're jogging are really running. You should be able to "jog" at a pace where you're breathing harder than usual, but you can still carry on a conversation. If you can't, then you're jogging (running) too fast.
You have to develop your stamina first to go a longer distance. Find a pace in which you can go 20 minutes without stopping. This may mean walking for the first few weeks. When you can do that, stretch the time out to 30 minutes and try mixing walking with jogging.
