Which will hold the Photos , Paper and Laminated Plastic on the Foam Board better and longer,Rubber Cement or A Glue Stick?? Or will they both do about the same job

Absolutely rubber cement. It is a much stronger adhesive. Glue stick will not hold nearly as well, and has a tendency to peel off.
