I'm thinking about purchasing two of these. Do they have decent specs for the price?

For a monitor with resolution as high as 1680x1050, it is inexcusable to only have an old analog VGA connection.
I wouldn't bother with those. Save your money for a monitor that is HDCP-compliant and has digital connections (DVI or HDMI).

No. Shop name brand. You get what you pay for with awful budget monitors. I suggest Viewsonic for low end and Samsung for high end.
