You can try to reinstall the drivers. Try to find them on the official Dell site. Don't get them from anywhere else. (except maybe download.com) You might have to send your laptop for repairs if that doesn't work.

It is probably connected, its just not working due to driver/software not up to date. Assuming dell gave you a cd with software and drivers, try inserting it into your computer, and reinstalling the software/driver for your webcam. And it should work.
